Open Space Advisory Board
Minutes
May 9, 2018
actively farmed. Jeff indicated that the western portion may be taken out of the lease and
managed more actively.
Laura asked if LOSAC had input on the Leven Property proposals. Rob reported that
LOSAC recommended 60% be annexed as Open Space (S. of ditch).
Laura mentioned improving road crossing safety at 104th (crossing lights at Dillon Road
& S. 104th) and at Empire & 42nd intersection; this will help connect two main regional
trails (Stearns Lake to Coal Creek Trail). Lafayette has been considering this as well for
a while. It was agreed to discuss further at a separate meeting.
X. Discussion Item: Lake to Lake Trail Corridor
Laura gave background on OSAB's Wayfinding project, which identified the Lake to Lake
trail as the longest "span" in our system. David noted that railroad underpass is being re-
designed per BNSF due to water overflow concerns. Hwy 42 underpass has been
approved and will be built in the next year. Laura noted the connection to Waneka Lake
is possible but not straightforward to follow, and asked if LOSAC has plans to improve
this. Rob reported that a potion is through properties governed by HOA which limits trail
routing options. He proposed better signage to help users connect between Hecla Lake
and Waneka Lake. David concurred. Rob noted that there are two ways to get from
Waneka to Hecla, and reviewed both on the map.
XI. Discussion Item: Ranger Program
Laura & Ember gave an update on Louisville Ranger Program and discussed the joint
purpose of the ranger program: enforcement and education. Helen noted that the
educational component of why the regulations are in place is very important. Laura
noted that having two rangers gives us a buffer if one quits. David asked if rangers go on
bikes sometimes. Ember noted that they do have bikes, but it reduces the amount of
interaction with the public. Ember recommended deciding on what type of ranger
program you want and writing the job description clearly. During interviews they found
many candidates wanted a backcountry National Park experience or a police experience
rather than an urban ranger naturalist experience. Ember noted that having ranger
experience and radio communication experience is helpful. Rob and Ember will continue
discussions on this topic.
XII. Discussion Item: Co -Promoting Educational Programs
Rob noted that Lafayette's naturalist contractor, Martin Ogle, currently registers people
directly for their educational programs, and he also does a lot of the promotion via his
email lists and social media. City website also lists programs. Volunteer network is a
presence at trailheads to talk with people & promote educational programs. Laura would
like to do more cross -promotion. Helen suggested a master Regional calendar, which
was supported by many attendees.
XIII. Discussion Item: E -Bikes
Laura gave background on the eBike presentations made to Louisville OSAB in the past,
and that Class I and II eBikes are allowable on any road or trail in Louisville where bikes
are allowed.
XIV. Discussions Items for the Next Meeting on Wednesday, June 13, 2018
A. Boulder County Trail and Property Request
