City Council Finance Committee <br />Meeting Minutes <br />05/22/18 <br />Page 2 of 4 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />DISCUSSION ON FEE CALCULATIONS <br />Emily Hogan, Assistant to the City Manager, presented information on how staff <br />adjust charges/fees for services each year. Ms. Hogan also presented options for <br />a fee rate escalator and a list of fees that the escalator would be applied to. Staff's <br />recommendation was that the fees and fines continue to be updated annually <br />without applying an automatic escalator. <br />The Committee disagreed with staff' recommendation and requested that staff <br />bring this issue forward at the June meeting and present an alternative escalator <br />based on the City's cost of providing services. The Committee requested that the <br />escalator be defensible and easy to calculate. The Committee also directed that <br />the escalator not be applied to fees that are subject to other rate -setting <br />methodologies, such as fees related to the City's Utilities, Golf Course, Cemetery, <br />and Recreation Center. <br />The Committee directed staff to hire any outside assistance necessary to complete <br />the Building Permit Fee review. <br />The corresponding narrative can be located in the packet of the May 22, 2018 <br />Finance Committee Meeting. <br />DISCUSSION ON ASSET RENEWAL AND REPLACEMENT FOR GOLF <br />COURSE <br />Joe Stevens, Parks and Recreation Director, presented analysis of purchasing <br />versus leasing of grounds maintenance equipment. The Committee requested that <br />staff extend the analysis our for 25 years, show the differences in cost between <br />the two approaches, and present again at the June Finance Committee Meeting.. <br />The corresponding narrative can be located in the packet of the May 22, 2018 <br />Finance Committee Meeting. <br />REVIEW OF UPCOMING BUDGET AMENDMENT <br />Kevin Watson, Finance Director presented a preliminary draft of the budget <br />amendment schedules for June 5, 2018.
