City Council Utility Committee <br />Meeting Minutes <br />Friday, May 11, 2018 <br />Page 2 of 5 <br />customer feedback before the bids come to City Council; the Committee was in <br />favor of the suggestion. The Committee requested that a Sustainability Advisory <br />Board member be added to the RFP selection committee. Director Kowar <br />committed to updating the sections of the RFP that are currently in yellow, and the <br />population data before bringing it to City Council. <br />The Committee discussed the new concept that was presented about providing <br />one container of compost and recycling of any size in the base cost of trash <br />however charging for additional containers. The idea was presented by staff for <br />two main reasons: to try to meet the goal of reducing overall waste & to help ensure <br />that the residential program serves only residents. Staff has some concern that if <br />a household can have as many compost and recycling bins as they want at no cost <br />it could lead to people brining commercial waste home as a cost savings for their <br />business, or it could lead to home businesses being subsidized heavily by the other <br />residential users. The Committee agreed that the staff proposal of only including <br />the first bin of any size in the trash cost was a good one that would promote overall <br />waste reduction while encouraging people to divert waste & asked that the staff <br />work on messaging the concept so that the public and other Councilmembers <br />understand the sustainability and cost issues around this proposal. Director Kowar <br />agreed & committed to ensuring that the language in the RFP was clear that this <br />new concept would be integrated into each alternate bid option. <br />Councilmember Stolzmann asked that when the RFP comes to Council that the <br />take rate and cost of the bulky item pick-up be called out for discussion. Mayor <br />Muckle stated that Council was supportive of leaving the bulky item pickup in the <br />contract & he supports that program as -is. Council Member Stolzmann agreed <br />that the Council had supported it, but with the low take rate, it seems like most <br />residents are subsidizing the service and she wondered if this was increasing the <br />monthly cost unnecessarily; she favored requiring that the bulky item service would <br />be available for a fee per each use rather than "free." Staff agreed to provide the <br />information for discussion when it goes before Council, but noted that they would <br />stick with the Council direction to include it as the default. <br />Councilmember Stolzmann asked about outreach to residents that are not <br />currently being served by the City. Director Kowar stated that he had met with <br />some Board Members and residents of the Coal Creek Ranch HOA. He had not <br />met with the other HOAs yet. Councilmember Stolzmann suggested taking a City <br />Councilmember with him on the outreach visits & using the Councilmembers to <br />help identify HOA contacts. Director Kowar committed to having an accurate up <br />to date map of which areas are in the city service area and which are being served <br />by their HOA to include in the Council packet. Utility Committee was supportive of <br />this RFP being added to a future Council agenda with the changes as discussed. <br />The next draft RFP will be scheduled for a Council meeting in the third quarter. <br />VIII.
