City Council <br />Meeting Minutes <br />May 10, 2016 <br />Page 2of10 <br />Mayor Muckle gave an update on the ballot proposals corning from the Colorado <br />Contractor's Association to create a sales tax that would be used to pay for <br />transportation projects. He stated that most metro mayors are concerned a new sales. <br />tax would push sales tax rates too high to get additional local taxes passed in the future: <br />Councilmember Loo noted there may be support for this with voters as they simply want <br />better roads. <br />Councilmember Stolzmann asked for this item to be added to the agenda for May 17 for <br />full discussion among the entire City Council. <br />BIENNIAL BUDGET PROCESS AND FIRST REVIEW/DIRECTION ON 2017/2018 <br />CONTRIBUTING. PROJECTS. <br />City Manager Fleming stated this item is intended to solicit comments and direction from <br />the City Council on implementing a biennial (2-year) budget, starting with the 2017-2018 <br />Budget, and the potential Contributing. Projects departments are considering as we work <br />to develop the 2017-2018 budget for Council's consideration in September and October. <br />Staff is working on a biennial budget starting with the 2017-2018. budget. The City <br />Charter requires an annual budget. To comply with the City Charter and still implement <br />a biennial budget, staff will prepare a proposed two-year (2017-2018) budget for Council <br />consideration this year with the expectation Council will adopt a 2017 Budget and a <br />2018 Plan in November, and then next year (2017), consider only significant changes to <br />the 2018 Plan before adopting it as the 2018 Budget. If, following a couple of years of <br />the biennial process, Council likes the process, they can put a Charter amendment <br />forward for the voters to consider amending the annual budget requirement in the <br />Charter. <br />City Manager Fleming shared the list of potential contributing projects noting it is a <br />preliminary list intended for discussion. There is not sufficient financial resources or staff <br />capacity to successfully implement all these projects and the City Council may have <br />other priorities in mind. Fleming asked Council for their input on the Fist to provide staff <br />with direction on which of the preliminary contributing projects Listed should be the <br />highest priorities in the 2017-2018 budget, to understand which are low priorities, and <br />what projects Council would like to seeadded to the list for consideration as part of the <br />2017-2018 budget process. <br />Council members went through the Contributing Projects List to make suggestions. <br />Councilmember Loo stated it appears some of the projects require.. little or no funding. <br />Can we identify those programs as we go to help the Council understand what kind of <br />funding those projects require? <br />22 <br />
