City Council <br />Meeting Minutes <br />May 10, 2016 <br />Page 4 of 10 <br />Related to transportation, discussion occurred on continued street paving levels and <br />their measurements/OSI and that those numbers should be updated as needed. <br />Councilmember Stolzmann also would like a map of City streetscapes, a map .of parks, <br />and a map of open space so we know exactly where everything is and what is owned by <br />the City. The Parks Board should create a scorecard for parks. She added improving <br />the streetscape in Centennial Valley and work on a median bikeway or trail connecting <br />from Centennial Parkway to Davidson Mesa. <br />Councilmember Loo asked if there is a definition of streetscapes. Councilmernber <br />Stolzmann stated it includes street landscaping, forestry, medians, natural areas that <br />are not open space or parks. In some areas we have City owned properties with very <br />different streetscape and we need a consistent policy. <br />Utilities <br />Councilmember Lipton stated on solid waste none, of the projects are a huge priority and <br />staff shouldn't work on this until closer to 2018. He would prefer to see "begin <br />investigation" of Citizen Survey results not implementation. <br />Councilmember Lipton stated the City Council needs to clearly identify priorities as <br />adding more priorities to the list will clearly exceed the capacity of staff so if we add <br />more we need to take other priorities away. <br />Public Safety <br />Councilmember Lipton asked if the upcoming strategic plan for the PD should be <br />included on the list in some way. <br />Councilmember Stolzmann asked if spring cleanup could be reinstituted as a Code <br />Enforcement activity and use the newsletter to advertise what services we provide., She <br />would like to see an expanded communication effort dedicating the entire newsletter to <br />it. Kowar noted it would be a significant expense. Councilmember Stolzmann would like <br />to see it as a special event. <br />Parks <br />Councilmember Loo would like to see noxious weeds to include more than only List A <br />weeds, she would also like to see irrigation replacements prioritized over wayfinding. <br />She stated she thinks the wayfinding should be much further down .the priority List. <br />Councilmember Stolzmann would like to see a map of all parks created; she would like <br />the Parks Board to have a parks scorecard, and thinks perhaps the horticulture <br />24 <br />
