City Council <br />Meeting Minutes <br />July 17, 2018 <br />Page 11 of 13 <br />Councilmember Maloney stated the County's Greenhouse Gas report doesn't note our <br />solar inputs so we need to record that and be able to articulate its impact. <br />CONTRACT WITH NOVAK CONSULTING GROUP FOR PARKS & RECREATION <br />DIRECTOR RECRUITMENT SERVICES <br />Human Resources Director Hix stated based on the low unemployment climate across <br />the nation and our recent experience with the Library and Museum Services Director <br />recruitment RFP process, staff requests hiring The Novak Consulting Group (TNCG) as <br />a sole source vendor for the Parks and Recreation Director Recruitment process to fill <br />the position left vacant by the retirement of Joe Stevens. Based on previous work with <br />Novak which includes lots of community feedback, staff recommends approval. <br />Public Comments — None <br />Councilmember Loo cautioned that the more we use only one certain firm the Tess likely <br />we will get others to bid as vendors; they feel they won't get the contract and don't bid. <br />We need to actively solicit others for projects like this in the future. <br />Councilmember Maloney stated he doesn't generally support sole source on principle, <br />but feels Novak is competent and won't get any added value from an RFP process. <br />Councilmember Maloney moved to approve the contract with The Novak Consulting <br />Group, Councilmember Loo seconded. <br />Vote: Motion carried by unanimous roll call vote. <br />ORDINANCE NO. 1760, SERIES 2018 — AN ORDINANCE REPEALING AND RE- <br />ENACTING WITH AMENDMENTS CERTAIN SECTIONS OF TITLES 4 AND 14 OF <br />THE LOUISVILLE MUNICIPAL CODE CONCERNING REGULATION OF CITY OPEN <br />SPACE AND PARKS — 1st READING, SET PUBLIC HEARING 8/7/18 <br />City Attorney Light introduced the ordinance by title on first reading. Councilmember <br />Mayor Muckle moved to approve Ordinance No. 1761, Series 2018 on first reading, <br />send it out for publication, and set the public hearing and second reading for August 7, <br />2018; Councilmember Loo seconded. <br />Councilmember Stolzmann asked for a redline version of the existing rules and the <br />proposed rules for 2nd reading. She would like further discussion of the changes noted <br />in the council communication. <br />Voice vote: All in favor. <br />ORDINANCE NO. 1761, SERIES 2018 — AN ORDINANCE APPROVING AND <br />AUTHORIZING A PETITION FOR AN AMENDMENT TO THE CITY'S ALLOTMENT <br />
