Putting the weed barrier on the resident's side of the fence is not effective because the Bindweed then crawls <br />up on the fence and then it takes far more than a 12" strip to stop it. Plus most landscaping has been in place for <br />years and it is really hard to get acces$ on the resident's side.to put in a weed barrier. It is better to stop it on the <br />side that it is encroaching from. <br />- Please note that encroachment works both directions. If my land were sending noxious weeds to my neighbor's <br />lawn, I would make every effort help find a solution to stop that encroachment. <br />- Besides Bindweed, if there is no barrier on the OS side of the fence, many other weeds just take over the fence <br />and become entwined in it. <br />We only need 12". I can understand that if someone has installed something three feet wide, it is reasonable to <br />ask them to scale that back to 12". How much does this impact the big picture of the OS? I estimate that <br />Davidson Mesa is about 9 Million Square Feet (SF) and that if each homeowner on the city side of Davidson <br />Mesa had a 12" strip, it would be about 1,000 SF, or 1/10,000th of the land area. <br />I don't understand the concept that a homeowner mowing a 10 ft strip is an allowable encroachment, but a 1 ft <br />weed barrier is not. Mowing does not stop the Bindweed. I tried it. When you look at the patchwork of some <br />residents mowing and others not mowing it is not attractive, does not look natural, and does not convey the <br />message that we should not be encroaching on OS. A one ft wide strip is virtually invisible from more than a few <br />feet away. Even back in 2005 when I was on the OSAB, I was opposed to the idea of allowing residents to mow <br />open space. Mowing very short with a lawnmower is not conducive to our long term goal of establishing native <br />grasses. <br />The battle over one foot of real estate assumes that the fence lies perfectly on the property line. The fence <br />curves all over. I would bet that if you had an accurate survey, you would find that in some places, the fence is <br />several inches or feet on the resident's side and in other places several inches or feet on the OS side. So just <br />maybe, that 12" is not encroaching at all. <br />Thank you for listening. I will try to make it to this month's OSAB meeting and address this during the public comment <br />period.
