PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: Mr. Kranzdorf (member of <br />the public) commented that, in his opinion, the City provides poor notice of matters to <br />be discussed at City Council meetings, citing the recent council discussion of the <br />McCaslin area future redevelopment. <br />VI. BUSINESS MATTERS OF THE COMMITTEE: <br />1. Planning Conceptual Review Discussion. Rob Zuccaro (Planning & Building <br />Safety Director) provided the Committee with a broad overview of possible <br />structures / elements of a conceptual plan review process for land development <br />projects in Louisville (`Concept Review'), referencing procedures used in other <br />communities and noting several communities which do not have a Concept Review <br />process or are considering discontinuing such process. Mr. Zuccaro outlined some <br />of the Pro's (less costly informal project presentation, early political feedback <br />before more expensive definitive plan presentation) and Con's (informality of <br />Concept Plan leaves out much key information, early feedback can be <br />misunderstood / misinterpreted and unreasonable reliance placed by developer on <br />same). Concept Reviews also increase burden on City Staff and Council by adding <br />another meeting / process to an already crowded calendar. After discussion, the <br />Committee directed Mr. DeJong to prepare a letter to City Council for review at the <br />next BRaD meeting outlining the Committee's support for adoption of a Concept <br />Review process for Louisville. <br />2. Transportation Matters outreach by Commuting Solutions: Audrey DeBarros <br />provided the Committee with a summary of the initiatives being spearheaded / <br />supported by Commuting Solutions to improve the public transportation <br />infrastructure and alternatives available to residents, employees and businesses in <br />Louisville and the U.S. 36 corridor. A copy of the Commuting Solutions Powerpoint <br />presentation is attached to these minutes. <br />3. City Council Budget Input: Mr. DeJong lead the Committee in a continued <br />discussion of the City Council budget input begun at the March meeting. After <br />discussion, the Committee reiterated its prior recommendation to Council that the <br />City create a line item budget to improve the City's utilization of Social Media <br />based communication / outreach, including a personnel budget for management of <br />same. <br />4. Louisville Business Forum Update. Mr. DeJong provided the Committee with an <br />update regarding planning for the May 17, 2018 Louisville Business Forum <br />meeting. <br />
