11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5 <br />SUBJECT: <br />DISCUSSION/DIRECTION/ACTION — TRANSPORTATION <br />ISSUES AND BALLOT MEASURES <br />DATE: SEPTEMBER 11, 2018 <br />PRESENTED BY: MEGAN DAVIS, DEPUTY CITY MANAGER <br />SUMMARY: <br />Staff will provide an update on current transportation issues including RTD transit <br />service changes, Northwest Rail Peak Service and transportation funding, and request <br />Council discussion/direction on several November 2018 ballot measures. Staff is <br />requesting Council consider taking a position on two statewide transportation ballot <br />measures, Initiatives 153 and 167, three other non -transportation related statewide <br />ballot issues, Initiative108 and Amendments Y&Z, and Boulder County ballot measure <br />1A. <br />BACKGROUND: <br />RTD route changes: <br />RTD considers changes to existing routes and the addition of new routes three times <br />throughout the year — January, May and August. RTD has proposed several route <br />changes that may affect the City of Louisville, which would go into effect in January <br />2019. These service changes and adjustments are intended to respond to ridership and <br />transit changes across the entire transportation system. <br />Overall, the proposed service changes represent a disproportionate cut in service hours <br />to our region. The proposed 2019 runboard has almost 4,000 hours of service <br />reductions in Boulder County while other parts of the district are seeing over 4,000 <br />hours of service increase. The primary impacts of these cuts will be felt in the Town of <br />Lyons (Y), City of Boulder (Skip), Longmont (LD) and Lafayette (LD and 225). <br />The proposed service changes that would have a direct impact on the City of Louisville <br />include: <br />• Extension of the 228 route, which would now travel north along SH 42 to <br />Pascal Drive, and loop around to Hecla Dr. through Kestrel. <br />• Reroute of the LD - a one -seat, through ride from Longmont to Denver which <br />travels the 287 corridor. This route would now terminate in Broomfield, and <br />would include 3 arms, one of which (L1) would travel through the CTC during <br />peak hours (three trips in the morning and three in the afternoon) and on to <br />the US 36 Flatiron station. <br />• Truncate the 225 route from Boulder to Lafayette, terminating it at the <br />Lafayette Park and Ride. Essentially "merging" the 225 with the newly <br />proposed L routes. <br />CITY COUNCIL COMMUNICATION <br />18 <br />
