Staff finds the proposal complies with the spirit and intent of the criteria in 17.28.120, <br />and that the waivers are warranted by the design and amenities incorporated in the <br />proposal. While the CMRS facility itself exceeds the standards for overall height and for <br />panel antenna height above a parapet, the proposal does not result in additional height <br />on the building. The expanded screening will match the existing screening and is of an <br />appropriate scale to the building and set back from the parapet edge. Alternatively, the <br />applicant could install wall mounted panel at a lower height, meeting the LMC <br />requirements, but would achieve a lower level of improved communication service. The <br />proposal also further satisfies the overall intent of the purpose of the CMRS regulations <br />by offering a higher level of communication services to the citizens of the city. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of Resolution 1, Series 2018 recommending approval of a <br />Special Review use to allow the construction of a roof mounted CMRS facility, with the <br />following condition: <br />1. Prior to the City Council public hearing, the applicant shall provide material <br />samples demonstrating the new enclosure material matches the color and <br />texture of the existing enclosure. <br />ATTACHMENTS: <br />1.
