RESOLUTION NO. 44 <br />SERIES 2018 <br />A RESOLUTION SUPPORTING AMENDMENT Y REGARDING A NEW PROCESS <br />FOR CONGRESSIONAL REDISTRICTING IN COLORADO <br />WHEREAS, Federal requirements currently give the Colorado Legislature <br />authority in determining how redistricting occurs; and <br />WHEREAS, Colorado currently has seven congressional districts, over 3 million <br />voters, 37% of which are unaffiliated; and <br />WHEREAS, continued population growth in Colorado will lead to a new <br />congressional seat in the state by 2022; and <br />WHEREAS, redistricting and the addition of a congressional seat in Colorado <br />may affect the district lines for federal representation for the City of Louisville; and <br />WHEREAS, current processes to redistrict are conducted by elected officials <br />through political appointments and political processes, which are not always reflective of <br />the voter population; and <br />WHEREAS, past redistricting has not been fully transparent, and has not always <br />resulted in fair, equitable district lines which reflect the needs of voters; and <br />WHEREAS, Amendment Y will create a balanced independent commission with <br />4 Republicans, 4 Democrats and 4 independent voters, whom are appointed through a <br />lottery process instead of political appointment; and <br />WHEREAS, Amendment Y will better reflect local communities and diverse <br />communities within; and <br />WHEREAS, Amendment Y will utilize clear and transparent criteria for map - <br />drawing and prohibit gerrymandering; and <br />WHEREAS, Amendment Y will support transparent decision making through <br />open meetings, public records and ethics rules; and <br />WHEREAS, the Colorado General Assembly unanimously voted to refer both <br />Amendments Y and Z to the voters; and <br />WHEREAS, six other states have successfully created independent redistricting <br />commissions and seven states, including Colorado, are considering ballot issues this <br />year; and <br />Resolution No. 44, Series 2018 <br />Page 1 of 2 <br />
