RESOLUTION NO. 45 <br />SERIES 2018 <br />A RESOLUTION SUPPORTING AMENDMENT Z REGARDING A NEW PROCESS <br />FOR LEGISLATIVE REDISTRICTING IN COLORADO <br />WHEREAS, Federal requirements currently give the Colorado Legislature <br />authority in determining how redistricting occurs; and <br />WHEREAS, Colorado currently has 35 State Senate Districts and 65 State <br />House Districts, over 3 million voters, 37% of which are unaffiliated; and <br />WHEREAS, the 2020 census will necessitate a state legislative redistricting in <br />2021; and <br />WHEREAS, local and regional population growth may affect the district lines for <br />state representation for the City of Louisville; and <br />WHEREAS, in Colorado's redistricting has historically been conducted by state - <br />level elected officials through political appointments and political processes, which do <br />not always reflect the voter population; and <br />WHEREAS, past redistricting has not been fully transparent, and has not always <br />resulted in fair, equitable district lines which reflect the needs of voters; and <br />WHEREAS, Amendment Z will create a balanced independent commission with <br />12 members, 4 of whom must be registered with the state's largest political party, 4 of <br />whom must be registered with the state's second largest political party, and 4 of whom <br />must not be registered with any political party; and <br />WHEREAS, Amendment Z will support the creation of state legislative districts <br />using communities of interest as well as political subdivisions, such as cities and <br />counties, to better reflect local communities and diverse communities within; and <br />WHEREAS, Amendment Z will utilize clear and transparent criteria for map - <br />drawing and prohibit gerrymandering; and <br />WHEREAS, Amendment Z will support transparent decision making through <br />disclosure of any paid lobbying, open meetings, public records and ethics rules and <br />WHEREAS, the Colorado General Assembly unanimously voted to refer both <br />Amendments Y and Z to the voters; and <br />WHEREAS, six other states have successfully created independent redistricting <br />commissions and seven states, including Colorado, are considering ballot issues this <br />year; and <br />Resolution No. 45, Series 2018 <br />Page 1 of 2 <br />
