l� <br />City01- <br />11= Louisville <br />COLORADO • SINCE 1882 <br />City Council <br />Legal Review Committee <br />Meeting Minutes <br />August 28, 2018 <br />749 Main Street <br />5:30 PM <br />CaII to Order — Councilmember Loo called the meeting to order at 5:30 pm. <br />Roll CaII: The following members were present: <br />Committee Members: Chris Leh, City Council (arrived at 5:32 pm) <br />Sue Loo, City Council <br />Ashley Stolzmann, City Council <br />Staff Present: <br />Heather Balser, Interim City Manager <br />Sam Light, City Attorney <br />Kevin Watson, Finance Director <br />Penney Bolte, Sales Tax Administrator <br />Megan Davis, Deputy City Manager <br />Meredyth Muth, City Clerk <br />APPROVAL OF AGENDA <br />The agenda was approved as presented. <br />APPROVAL OF MINUTES <br />The minutes were approved as presented. Councilmember Stolzmann abstained. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />DISCUSSION/DIRECTION - POSSIBLE CHANGES TO THE DOOR-TO-DOOR <br />SOLICITATION ORDINANCE <br />Bolte presented some options for changes to the current ordinance. She <br />presented a variety of options that other municipalities do; licensing, fees, what is <br />required of the applicant, etc. She noted there are basically three themes: 1) <br />regulation through ordinance only (this would include definitions and <br />specifications to distinguish between for profit/services solicitors and nonprofit <br />solicitors); regulations for door hangers, hours of solicitation and those types of <br />regulation. 2) Incorporating a no knock list.
