There was some information in your packets from Jefferson County as to how they are <br /> handling the adoption of the IPC They went through section by section and did a set of <br /> amendments which they believe would be needed to make their code at least as restnctive <br /> as the State code. <br /> Tom Talboom—As of last month they have not yet adopted the code. What I intend to do <br /> is to contact all the jurisdictions and fmd out if they are going to adopt the code out nght, <br /> or if they are doing something similar to Jefferson County <br /> Giles Schurman—Is it the Umons, Organizations, or individuals which are suing the <br /> different municipalities? <br /> Tom Talboom—There was a lawsuit that occurred in 1994 in Summit County where the <br /> Building Official approved Studor vents. That is still going through the appeals process. <br /> That is a good indication of how murky this is. Weld County just adopted the IPC a <br /> couple of weeks ago Steve Peirce was there representing the State Plumbing Board and <br /> hinted that they may sue. We had some Union Plumbers show up at are last hearing. I <br /> think that is a good indication as to what is going to happen at our hearings. I would like <br /> to get to the point where we have one family of international codes. <br /> Sam Light—I do have information as to how Carbon Dale did their adoption. They <br /> basically pickup the International Code wholesale with just a few adjustments to the fees <br /> and one or two of the substantial provisions. I do not know if that was a result of a study <br /> of the two codes or not. <br /> Tom Talboom—I will work on getting the information with regard to how the different <br /> jurisdictions have adopted the code <br /> One of the main reasons we put off adopting the code is that we were hoping that house <br /> bill 1145 would have passed. That would have stated that individual jurisdiction could <br /> adopt an equivalent code. One of the main parts of that bill was that local jurisdictions <br /> could hear appeals of alternate methods and materials. If anyone would like some <br /> information I have some sheets about the bill. <br /> The Unions were able to prevent the bill from passing. We are hoping to resurrect it for <br /> next year Since it did not pass we now need to decide if we are going to pursue the <br /> International Code. The International Building Code will be coming out in the year 2000 <br /> Giles Schurman—So you want to adopt the International Plumbing Code first? <br /> Tom Talboom—The State just adopted the 1997 UPC. So we are now at a point where <br /> we need to look at what we want to go with,the UPC or the IPC. <br /> 3 <br />
