Tom Talboom—These are the concepts which are in the International Plumbing Code They have been tested throughout time. There was some testimony which was given by plumbers that it would be cost prohibitive to buy all the standards which are referenced in the code. The identical standards are referenced in the Uniform Plumbmg Code So they would still need those standards. Those are nationally recognized standards which are referenced. This is the direction codes are gomg. Performance based codes. If it meets health and life safety, and functions,that is the direction we want to go Sam Light—The result that you will have with that sort of system is that you will shift the dispute from the body which makes the restnctive code and us. State Board verses the municipality,to the municipality against the designer In a performance based system, as an inspector, you will be making more subjective calls with regard to if something is going to perform or not. We do have some video training tapes on the I.P C Would the Board like to have those as part of a public hearmg, or do some work shops first with just the Board.
