Also any <br /> particular comments on the draft that we are working on, as well as the fee issue. <br /> Thomas Talboom—I think the fee issue is minor In comparing them they are almost identical. <br /> The one thing I would like to find out is, in this code they have adopted appendix L,which has to <br /> do with engineered systems, alternate plumbing systems. Would this Board have the authority to <br /> recognize the IPC as an alternate,under that appendix that stays adopted. <br /> Sam Light—I would not do that as part of this ordinance. I recommend you address particular <br /> situations as part of enforcement of he UPC, when someone comes forward with a specific <br /> alternate method or material. <br /> If we intend to make any changes to the UPC, I think that is between us and the Plumbing Board. <br /> I don't believe it is necessary to mvolve the plaintiffs in those issues. I think that is-subscribing <br /> to them more power than they have m the matter The ordinance adoption process includes <br /> public hearing for input on the substance of the code. <br /> Thomas Talboom—In the ordinance there are five diagrams that are referenced, and there are not <br /> pictures. I we going to get something together before it goes to Council? <br /> Sam Light—I am looking to your technical expertise as to whether the diagrams are decent. The <br /> diagrams are set forth in the blue booklet, so it will be just a matter of cutting and pasting those <br /> into our ordinance. <br /> Thomas Talboom—Maybe the Board would like the opinion of legal council if we can accept the <br /> IPC under appendix L. <br /> Ray Schlott—Do you want to do it that way, or do want to have anyone who has an engineered <br /> system,which meets the IPC,present it to the Board. <br /> Thomas Talboom—That is what I am saying. I think the way that our by-laws read is that the <br /> Board can rule on alternate methods and materials and it is for a specific location, or job, or type <br /> of product,whatever,that the Board does not have the authority to do a blanket ruling. If <br /> someone comes in with an engineered system, I can't image them have to come before this <br /> Board every time they wanted to use the system. <br /> Giles Schurman—I think that would fall under your authority You would at their diagram and <br /> you make the ruling if it was in conformity with the alternate method. <br /> Thomas Talboom—If someone wanted to us the IPC as an alternate design I think it would need <br /> 7 <br />
