11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 1 <br />SUBJECT: <br />PRESENTATION — LOUISVILLE BROADBAND NEEDS <br />ASSESSMENT AND FEASIBILITY STUDY <br />DATE: OCTOBER 9, 2018 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT TO THE CITY MANAGER <br />CHRIS NEVES, DIRECTOR OF INFORMATION TECHNOLOGY <br />SUMMARY: <br />As part of the 2018 Work Plan, City Council requested that staff conduct a Broadband <br />Needs Assessment and Feasibility Study to explore potential improvements to <br />telecommunications service in Louisville. In 2017, Louisville voters authorized the City <br />to begin exploring options to improve broadband service, either directly or indirectly with <br />public or private sector partners. In 2018, the City published a Request for Proposals for <br />consultant services to complete the following scope of work: <br />• Assess current infrastructure landscape — provide inventory of existing <br />broadband assets/facilities and evaluate existing broadband/wireless coverage in <br />Louisville. <br />• Evaluate City's current network capabilities — complete technical/financial <br />evaluation of City's existing broadband network (owned/leased) and <br />recommendation for long-term provision to maintain broadband in City facilities. <br />• Conduct local broadband market assessment — identify existing broadband <br />options/cost in Louisville (services, pricing, availability, limitations). <br />• Conduct stakeholder outreach — identify and engage all key stakeholders, <br />regional partners, regional partnerships and consortiums (citizens, businesses, <br />school/fire districts, associations, HOAs, other governmental entities). <br />• Conduct customer market research — conduct residential/business customer <br />survey, evaluating customer satisfaction, current/future needs, view on municipal <br />government in providing service and willingness to pay for that service. <br />• Assess potential for regional coordination and cooperation — assess <br />potential for coordination/cooperation among entities and/or other nearby <br />municipalities. <br />• Engage with potential providers — identify/engage entities that can be service <br />providers and determine if providers can bring financial resources to project. <br />• Assess benefits/risks, gap analysis and project map — assess benefits/risks <br />through improved service, evaluate environment against current/future needs of <br />community and identify key issues limiting the project. <br />• Recommend broadband strategies — conduct analysis of business models for <br />City to directly or indirectly improve and/or provide broadband service. <br />• Develop network conceptual plan — ensure that recommended business model <br />is viable and develop network footprint/conceptual design. <br />CITY COUNCIL COMMUNICATION <br />
