SUBJECT: BROADBAND NEEDS ASSESSMENT AND FEASIBILITY STUDY <br />DATE: OCTOBER 9, 2018 <br />PAGE 3 OF 3 <br />consider exploring options to coordinate with these municipalities to create a <br />middle mile network that could share resources and reduce costs. <br />• City should consider public Wi-Fi to enhance service —Wi-Fi could be placed <br />in Downtown Louisville, as well as other community locations (i.e. Sports <br />Complex, Community Park, Memory Square, Pirates Park, Cottonwood) to <br />further enhance service. The consultant has provided an estimated cost to install <br />equipment at these locations. <br />• City should implement policies/best practices - VPS recommends that the <br />City consider implementing policies and best practices to facilitate the speedy <br />and appropriate deployment of facilities. These include: requiring installation of <br />conduit/fiber when work is completed in the right-of-way; clear, transparent and <br />accessible permitting; inter -departmental coordination on public/private land <br />developments and permitting; GIS tracking/mapping; and public/private planning <br />for telecommunications facilities. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />One of the objectives of the Information Technology Sub -Program is to maintain a <br />secure and connected network ensuring all users have appropriate technological <br />resources. Completing the Broadband Needs Assessment and Feasibility Study could <br />result in improvements to the existing broadband/wireless service, therefore enhancing <br />the network. <br />FISCAL IMPACT: <br />Funding for the Broadband Needs Assessment and Feasibility Study was included in <br />the 2018 budget (101141-540910). Additional funding to implement any of the <br />recommended strategies has not been included in the 2019/2020 budget. <br />DISCUSSION: <br />Staff is seeking discussion from City Council on the findings of the Broadband Needs <br />Assessment and Feasibility Study. The following questions may help guide the <br />discussion: <br />• Are there any findings Council would like to continue exploring? <br />• Is there additional information or analysis needed to determine a preferred <br />alternative? <br />• Is Council interested in soliciting additional input from the community before <br />proceeding with a recommended strategy? <br />• Should staff consider any policies/best practices? <br />• Does Council have any additional questions for the consultant or staff? <br />ATTACHMENT(S): <br />1.
