Open Space Advisory Board <br />Minutes <br />Sept. 12, 2018 <br />Page 4 of 4 <br />10. Development Review: Overview of the Development Review Process. Presented <br />by: Kristin Dean, City of Louisville Principal Planner and Rob Zuccaro, City of <br />Louisville Director of Planning and Building Safety <br />Kristin presented slides relating to the overview of the Development Review Process. <br />General Development Plans (for large single -owner properties) come to OSAB for input <br />on: <br />1. Does OSAB want any of this property designated Open Space, or would they rather <br />have cash -in lieu? <br />2. Where on property would OSAB like to see Open Space and trails? Connect to <br />existing trails? <br />3. Open Space and trail details: locations, size, design, easement widths, etc. <br />Zoning provisions are binding, and having Open Space incorporated is an important step <br />in the planning process. PUD Criteria (as applicable to Open Space) were presented, as <br />well as criteria for waivers. Subdivision agreements include maintenance responsibilities <br />for public improvements (e.g., parks or open space). Preliminary reviews are the time to <br />identify all issues & make recommendations. Not all projects go through preliminary <br />review, but this is where OSAB would be asked to comment. <br />Several suggestions were made during Kristin's presentation: Laura asked developer to <br />consider OSAB's requests for info presentations when they prepare their packets. Fiona <br />asked the planning department to present a simplified, plain -English summary of any <br />highly technical packet materials provided by developer and/or project engineers. Helen <br />suggested that information about how OSAB input was incorporated would be very <br />helpful ("closing the loop"). <br />Missy will prepare revisions to OSAB's request memo for discussion at October meeting. <br />11. Set Dates for OSAB Trail Survey Implementation and Distribute Maps <br />Laura noted that maps have been distributed to all members present. Trail surveys are <br />to be completed in the week of Sunday 9/23 - Sunday 9/30. Use forms in this meeting <br />packet (pg 34) and email pdf or photo of form to Ember. Trail photos can also be <br />emailed to Ember. <br />12. Discussion Item: Suggestions for OSAB 2019 Application Questions <br />Last year's questions were reviewed. Helen made a motion to take out <br />"properties" in question 2 to make the question more generally applicable. Missy <br />seconded this amended list of questions. The motion passed unanimously. <br />13. Discussions Items for the Next Meeting on Wednesday, October 10, 2018 <br />A. Dog Tiger Team presentation <br />B. Helen: response to Transportation Master Plan questions <br />C. Missy: present revised OSAB Planning Guidelines memo <br />D. Public Works South Boulder Road study presentation <br />E.
