Chapter 17.42 — WIRELESS FACILITIES <br />Sec. 17.42.010. - Purpose. <br />In order to accommodate the communication need of residents and businesses while <br />protecting the public, health, safety, and general welfare of the community, the City <br />Council finds that these regulations are necessary to: <br />A. Provide for the managed development and installation, maintenance <br />modification, and removal of wireless facilities infrastructure in the City with <br />the fewest number of wireless facilities to complete a network without <br />unreasonably discriminating against wireless communications providers of <br />functionally equivalent services, including all of those who install, maintain, <br />operate, and remove wireless facilities; <br />B. Promote and protect the public health, safety, and welfare by reducing the <br />visibility of wireless facilities to the fullest extent possible through techniques <br />including but not limited to camouflage design techniques and <br />undergrounding of the equipment associated with wireless facilities; <br />C. Encourage the deployment of smaller, Tess intrusive wireless facilities to <br />supplement existing larger wireless facilities; <br />D. Encourage design and locations standards so that facilities have a negligible <br />impact to the community; <br />E. Encourage the location of towers in non-residential areas in a manner that <br />minimizes the total number of towers needed throughout the community; <br />F. Encourage the collocation of wireless facilities on new and existing sites; <br />G. Enhance the ability of wireless communications service providers to provide <br />such services to the community quickly, effectively and efficiently; <br />H. Effectively manage wireless facilities in the right-of-way; and <br />I. Manage amateur radio facilities and over -the -air devices in the City. <br />Sec. 17.42.020. - Definitions. <br />The following definitions shall apply to this Chapter. <br />Accessory Equipment means any equipment serving or being used in conjunction with a <br />wireless facility, including utility or transmission equipment, power supplies, generators, <br />batteries cables, equipment buildings, cabinets and storage shelters or other structures. <br />Ordinance No. 1763, Series 2018 <br />Page 2 of 18 <br />
