Citysf <br />Louisville Memorandum <br />L <br />Parks & Recreation <br />To: Recreation Advisory Board <br />From: David Baril, Head Golf Professional <br />Date: 10/22/18 <br />Subject: Proposed Increases to Golf Course Pass Fees <br />Purpose: <br />The purpose of this agenda item is to share proposed increases in 2019 Golf Pass fees with the board for <br />review, discussion and feedback. <br />Background: <br />The City of Louisville's Coal Creek Golf Course has experienced a successful turnaround in the last <br />several years. Prior to the 2013 Floods, the CCGC was operated by a contractor and reports about the <br />quality of the course and its management were not positive. While the 2013 Floods were devastating in <br />many regards, they created an opportunity for change for the golf course. The city rebuilt the golf <br />course to be more resilient from future floods with improved aspects of play and aesthetic design. The <br />city also took on the management of the golf course in house. The results over the last three years have <br />been positive. Without the added cost of water the golf course operations appear to be self- <br />sustaining. While challenges remain, such as the cost of water and funding capital improvements, the <br />city's relaunch of the CCGC has been a positive venture. <br />With three full years of operation, it will be a good opportunity to take a step back to refresh the <br />Strategic Plan and reconsider the CCGC Mission Statement. Staying current and competitive with the <br />dynamic municipal golf market and overall golf market will be essential to continued success and <br />community support. With support and guidance from RAB and a new department director, the timing <br />will be good to refresh the Strategic Plan in 2019. <br />In the meantime, with continued Council interest in an operationally self-supporting municipal golf <br />course and the need to keep up with expenses, staff is exploring pass fee increases to raise revenues, <br />while still being market competitive. Depending on Council direction during the budget process, pass <br />rate increases may become even more essential. Staff also recently attended a Golf Conference <br />attended by both private and public sector golf course managers. Based on local information and <br />knowledge gleaned from the conference, staff met with the RAB Finance Subcommittee and offers the <br />following summary of proposed increases for board feedback.
