In this next phase of formally zoning property as Open Space, staff requested the City Council
consider and endorse the "scope" of the next properties to go through the process of
surveying, public hearings, adjacent property owner notifications, etc.
Properties discussed with City Council on October 16, 2018 for this next phase of zoning
included:
Coal Creek Trail Corridor (between HWY 36 and Dillon), Dutch Creek Open Space, Olson
Properties, Warembourg, Lake Park Open Space, and Walnut. Please see the City Council
packet which is located at: http://www.louisvilleco.gov/home/showdocument?id=21236 for
the detailed packet information and map of properties discussed.
Direction provided by City Council that may be of particular interest to PPLAB, includes:
• Lake Park Open Space: City Council gave direction to wait until 2020 to give formal zoning
direction on this property. In 2020 the Cottonwood Master Plan is scheduled to occur,
information gained in the planning effort will be considered before voting on Open Space
zoning. During the discussion a significant majority of the City Council preferred to designate
Lake Park as a park and the Cottonwood Master Planning process would help further inform
future deliberation.
• Walnut Open Space: City Council gave direction to zone this property as Open Space.
• Olson: City Council requested additional information regarding this property before giving
direction on Open Space zoning. City Council requested staff to evaluate the southern
portion of the property for potential park -like uses such as: a dog park, playing fields,
playgrounds, etc. Generally, City Council was supportive of zoning the northern portion of
the property as Open Space.
• Dutch Creek: City Council gave direction to zone this property as Open Space and
supported staff's recommendation to work with appropriate boards and staff on designating
boundary lines next to Elephant Park (PPLAB) and the golf course.
• Warembourg Open Space: City Council gave direction to zone this property as Open Space
and to include an additional parcel in the north-west corner of the property.
Please note, beyond this current phase of Open Space zoning, there likely are future
phases that would occur following a more extensive inventory of public owned lands.
Next Steps:
Park & Recreation Department staff will work together and with other Departments to
develop specific recommendations for Open Space zoning boundaries. Open Space zoning
boundaries that impact park land (such as Elephant Park) as well as an evaluation of park
options (playgrounds, sports fields, dog parks, etc.) on the southern portion of the Olson
• Page 2
5
