City Council <br />Meeting Minutes <br />October 23 2018 <br />Page 6 of 8 <br />everything Staff will take a look at the suggested changes and bring back to City <br />Council <br />GENERAL FUND TRANSFERS TO THE GOLF COURSE FUND, RECLASSIFYING <br />GOLF COURSE CAPITAL TO THE CAPITAL PROJECTS FUND, AND RENEWAL <br />AND REPLACEMENT CONSIDERATIONS <br />Mayor Muckle didn't want to fund golf course operations out of the General Fund, he still <br />felt uncomfortable with the operating transfer <br />Councilmember Maloney asked if there is a solid budget for the Golf Course City <br />Manager Balser noted there is a budget for 2019 but there are lots of fluctuations here. <br />It is in a decent place and there is more work to do <br />Mayor Pro Tem Lipton felt fees could be raised to meet the needs in time He wanted to <br />see more work for 2020 City Manager Balser noted the need to look at cost recovery <br />Councilmember Maloney felt the calculation of water cost was the biggest contributing <br />factor to the long-term expense. There was more work to do on the golf budget and he <br />wanted no General Fund transfer in 2019 The things that have been done point out <br />there is a gap but there is more than one way to fix it. <br />Mayor Muckle agreed more conversation is needed on renewal and replacement. <br />Councilmember Maloney noted the building renewal and replacement inflates over time <br />and there are a lot of pieces to be considered here. <br />City Manager Balser asked if Council did not want a transfer for 2019 Councilmember <br />Maloney wasn't comfortable with a long-term plan until there is more information on this <br />particular fund <br />Mayor Pro Tem Lipton noted there had been agreement for transfers in 2019 but not <br />making further commitments until there was more information Don't make it too easy <br />by having the General Fund support it before exploring other ways. <br />City Manager Balser asked if the direction was no 2019 transfer from the General Fund <br />Director Watson suggested making the transfers and if you don't need them to come <br />back and take a look at an amended budget in 2019 <br />Director Winfree noted the budgeting at the golf course is improving There are other <br />moving parts that can be adjusted <br />Councilmember Loo moved to accept Director Watson's suggestion and have staff bring <br />back with changes. Members agreed <br />
