The retractable leashes <br />are what most people use so changing the rules makes most people lawbreakers. <br />He feels there is no need to shorten it from 15 to 10 feet. Any length of leash can <br />get in someone's way if the owner allows it. <br />Councilmember Stolzmann stated we should enforce the 15 feet. She sees people <br />allowing dogs too far and disturbing others and wildlife. We should leave it at 15 <br />and enforce it. <br />Brignull stated the 10-foot rule is also intended to keep dog walkers close enough to <br />their pets to clean up after dogs. <br />Councilmember Loo stated extending the leashes on Davidson mesa allows dogs <br />to disturb wildlife, people, and other dogs. We need to enforce the rules. <br />Councilmember Leh is comfortable with the 10-foot limit and we should enforce it. <br />Members decided to leave it at 10 feet, but will have a conversation with Council <br />when it is reviewed. <br />Item P Harper Lake, Hayes asked if service animals would be allowed at Harper <br />Lake under this language. Staff will address this in the next draft. <br />Item LL Interference with Employees Joel Hayes asked if this is too broad and <br />allows city staff too much authority. <br />Cotton -Baez stated the intent is to cover the rangers and law enforcement. <br />Members would like that language more narrow specifying the ranger staff. Staff will <br />address this in the next version. <br />Hayes noted his objection to the smoking ban. No one does it now, why do we need <br />to restrict it. He added that law enforcement issues should be left to the police, not <br />other city staff or and the ranger <br />Councilmember Loo asked about the group use section 4.04.0940. She stated <br />there are conflicts on Davidson Mesa with runners. She noted the school teams are <br />using the properties and causing issues. Staff will reach out to the school system. <br />Councilmember Loo stated "greenbelts" need to be defined. <br />Staff will align the language between the Parks and Open Space section for the <br />next version. <br />DISCUSSION/DIRECTION — CONSIDERATION OF CHANGES IN LIQUOR <br />REGULATIONS AND OPTIONS IN PARKS <br />
