Local Licensing Authority <br />Minutes <br />September 24, 2018 <br />Page 3 of 4 <br />He noted there will be bands throughout the days. Sunday there will be a <br />race in the morning. <br />Authority member Machado asked about the police presence. Two police <br />officers were part of the conditions imposed by the city. Machado asked if <br />the staff members were allowed to drink alcohol. Mr. Mintzlaff said not <br />during their shift but they would be allowed after they are done working. <br />Machado asked Authority Attorney Culley the standards the Authority is <br />looking at for this application. Attorney Culley noted the Authority is looking <br />at whether or not the permit could be denied on the grounds the event would <br />be injurious to the public welfare because of the nature of the special event, <br />its location within the community or the failure of the applicant in a past <br />special event to conduct the event in compliance with applicable laws. <br />Watson asked about the music and when it would stop. Saturday the music <br />would stop at 6 pm. Carlson suggested the music end a little before that. <br />Machado asked about staffing and liquor service. Mr. Mintzlaff noted two <br />trained servers would be present at all times and a number of staff would be <br />watching the crowd and available for any issues. Police would be contacted <br />for any disturbances or issues. He noted it is a family event. <br />Kaufman asked where the alcohol would be stored after the event on <br />Saturday. Mr. Mintzlaff noted it would be locked in a storage trailer <br />overnight. Kaufman suggested the staff who would be allowed to have a <br />drink after their shift should not still be wearing their staff shirt. Mr. Mintzlaff <br />noted he would comply with that suggestion. <br />Brown asked about smoking. Mr. Mintzlaff noted he would post no smoking <br />signs. <br />Authority Attorney Culley noted this application for the entire event had been <br />through a process with the City Clerk and that contains a requirement the <br />City Clerk determine the hours of the amplified sound. In her opinion, it was <br />not within the purview of the Authority to limit those times. <br />Chairperson Carlson called for any members of the audience wishing to <br />speak in favor or opposition to the application. Hearing none, he closed the <br />public hearing and called for member comments. <br />Carlson suggested the idea of limiting the music hours be passed on to the <br />City Clerk. <br />
