IC Cityof <br />Om Louisville <br />PARKS & RECREATION <br />Memorandum <br />To: Open Space Advisory Board <br />From: Ember Brignull, Open Space Manager; Catherine Jepson, Open <br />Space Specialist; and Scott Rashid, Colorado Avian Research and <br />Rehabilitation Institute <br />Date: November 14th, 2018 <br />Re: Discussion Item 9- Partnership Opportunity with Colorado Avian <br />Research and Rehabilitation Institute <br />Purpose: <br />The Open Space Division is interested in partnering with the Colorado Avian Research <br />and Rehabilitation Institute (CARRI) to install outdoor web cameras on selected Open <br />Space properties to view nesting activities of local raptors. This project will provide an <br />opportunity for viewers to watch courtship, incubation, and feeding activities of local <br />species which would be streamed live from the City's website. This outreach <br />opportunity would help promote wildlife and the protection of wildlife habitat but may <br />also raise some unintended social concerns. Staff is seeking OSAB's recommendation on <br />whether or not to move forward with the partnership, fund the materials and labor, and <br />how to respond to the two concerns posed in the "Discussion Regarding Social Issues" <br />section. <br />Background: <br />CARRI is a non-profit company which focuses on research, education, and rehabilitation <br />of hawks, owls, and other bird species. Their goals are "To provide information about <br />the species' natural history, abundance, survival and breeding success; to educate and <br />inspire the public about avian conservation by assisting them in making informed <br />conservation -minded decisions; and share the findings of the institute with the scientific <br />community and local government agencies and provide tools to them for stewardship." <br />CARRI was founded in 2011 and began installing and monitoring live cameras inside <br />Barn Owl and American Kestrel nest boxes in 2014 and has monitored over 15 nest <br />locations. These cameras are viewed live on the CARRI website and are very popular <br />7 <br />
