La
Cityoj
Louisville
PARKS & RECREATION
Memorandum
To: Open Space Advisory Board
From: Ember Brignull, Open Space Manager
Date: November 14 2018
Re: Discussion Item 10- Update: City Council Direction Regarding Open Space
Zoning
Purpose:
The purpose of this Discussion Item is to update the Open Space Advisory Board (OSAB) of an
Open Space Zoning discussion that staff had with City Council on October 16, 2018. Ember
Brignull, Open Space Manager for the City of Louisville shared the Open Space Advisory
Board (OSAB) zoning recommendations with City Council and requested direction from City
Council regarding which properties to move forward in the Open Space Zoning process. With
Council direction to proceed, staff will work together and with appropriate boards, to refine
property boundaries, survey the properties, and ensure that Open Space zoning does not
conflict with potential future City development.
Background:
Section 15-3 (b) of the Louisville Charter states: "The City's ordinances shall provide for an
open space zone district into which shall be placed all land which is located wholly within the
City and which has been designated as open space..."
On August 2, 2011, the Planning and Parks & Recreation Departments, in collaboration
with the Planning Commission and the OSAB, revised the Louisville Municipal Code, to
be consistent with the Charter, establishing the Open Space Zone District which was
subsequently approved by City Council per Ordinance No. 1597 and No. 1597, Series
2011.
On July 12, 2017, to continue moving towards compliance with the City Charter Section
15-3 (b), OSAB reviewed and recommended properties for City Council consideration of
a zone change to the Open Space Zone District.
Currently the following properties have been zoned as Open Space:
Davidson Mesa, Damyanovich, Hillside, Avista, Gateway, Daughenbaugh/Warembourg,
CTC, Bullhead Gulch, Hecla, Coal Creek Trail Corridor, North, Centennial Trail Corridor,
9
