Business Retention and Development Committee <br />Meeting Minutes <br />November 5, 2018 <br />Page 3 of 4 <br />- Building materials and eating / drinking establishments account for majority <br />of sales tax <br />- Six hotels provided 15% of sales tax for the subarea <br />- Kohls lease lapses fall 2019 — no indication received from Kohls regarding <br />whether it will renew lease / risk of another large vacancy. <br />- Pop Up Events — Paul's Coffee Shop — local citizen outreach <br />- Property Owners (commercial in the Parcel 0) believe no longer a regional / <br />big box location, rather local / community draw, entertainment, mixed use <br />local retail, dining, entertainment, and residential <br />- Residential / community neighbors would like McCaslin to remain a regional <br />draw and are concerned with loss of retail. Openness to new uses including <br />office, residential and innovative retail / food, hotel, co -working. <br />- Restrictive GDP and Parcel 0 CCR's limiting floor area ratios and types of <br />uses — requires comprehensive approach and likely amendment to both. <br />Discussion ensued regarding: <br />- How are the restrictions of the CCRs, the GDP and the Special Warranty <br />Deed dealt with in context of new development proposals? <br />- What is the role of the City designated `Blighted Area' assessment and the <br />powers of the urban renewal district? <br />- What is the interplay of the City's desire and the reality of a possibly more <br />dense, mixed use development that includes residential? <br />- What is the collaboration with the Town of Superior on this project? <br />Councilperson Dennis Maloney noted that City Council is reviewing the McCaslin <br />Area Development Study at its next Council meeting, and invited BRaD members <br />to attend and / or send email comments to council for consideration. <br />3. Louisville Business Forum: Aaron DeJong updated the Committee on progress / <br />planning for the Business Forum scheduled for December 3, 2018 from 5-7pm. <br />The event will be at the Ascent Church facility (former Sam's Club) 550 S. <br />McCaslin Blvd, Louisville. Mr. DeJong will provided a presentation outline for the <br />meeting. Steve Erickson, Nicole Mansour and Randy Caranci (for their respective <br />companies) volunteered to contribute to costs for refreshments. <br />VII. Retention Visits. Mr. DeJong reviewed for the Committee recent Business <br />retention visits with Alfalfa's and Moxie Bread Co. <br />VIII. REPORTS FROM COMMITTEE MEMBERS. None. <br />IX. POTENTIAL DISCUSSION ITEMS FOR NEXT MEETING. The Committee <br />identified the following topics for potential discussion at the next meeting to be held <br />on December 3, 2018: <br />
