Open Space Advisory Board <br />Minutes <br />November 14, 2018 <br />Page 2 of 3 <br />7. Board Updates <br />A. David noted that 5 soccer fields are being planned for an area near Harney- <br />Lastoka per Lafayette city information. A private company is building the fields <br />and wants to partner with Lafayette. Louisville is generally supportive of more <br />sports facilities on this piece of property. Discussions between all entities are on- <br />going. <br />B. Jim Gibb submitted his resignation from his 3-year term, effective November <br />2018. <br />C. Peter asked about the status of the planned 95th St. underpass (under 95th St. <br />north of South Boulder Road). Tracy reported that although the project is behind <br />schedule, plans are moving forward. Construction has not yet started. <br />8. Public Comments on Items Not on the Agenda <br />Mary Ann Heaney, 1117 LaFarge St., representing the Community Garden, extended an <br />invitation to collaborate with OSAB on an educational event next year, possibly <br />connected with bees and pollinators. Laura noted that staff plans and implements <br />educational programs, with Board review and input. Ember said that meetings are <br />underway to plan next year's programs and will take this idea under consideration. Laura <br />expressed general OSAB support of the concept. <br />9. Discussion: Partnership Opportunity with Colorado Avian Research and <br />Rehabilitation Institute - Scott Rashid, Dir. of Colorado Avian Research and <br />Rehabilitation Institute <br />See summary starting on page 7 of the November OSAB Meeting packet. Fiona asked if <br />the social concerns OSAB is being asked to comment on have occurred in the past with <br />existing cameras. Scott noted that viewers with concerns or issues are rare. Jeff asked if <br />there are any natural predators. Scott said no - except humans, mostly getting hit by <br />cars or tangled in barbed wire fences. Jeff suggested avoiding densely urbanized areas <br />for the sites so as to minimize disruption to the nests. <br />Laura summarized the discussion and asked for a motion of support. Peter moved to <br />support the partnerships as discussed. Missy seconded. The motion passed <br />unanimously. <br />10. Update: City Council Direction Regarding Open Space Zoning <br />Ember reported on recent direction from Council on finalizing zoning for first -phase Open <br />Space properties. <br />Property <br />Council feedback <br />Coal Creek trail <br />Council supportive of zoning as Open Space <br />Dutch Creek <br />Council supportive; work with parks & golf course on exact boundaries <br />Olsen property <br />Council supportive of northern section; wants to consider southern portion <br />separately for possibly commercial or park <br />Warembourg <br />Council supportive - survey needed for final boundary lines <br />Lake Park <br />Council wants to postpone making a decision until 2020 in conjunction with <br />master plan for that area. General support to leave it as a park not open space <br />Walnut Open Space <br />Council supportive; leave as Open Space Other (lowest level of protection, <br />highest level of flexibility) <br />
