He stated staff made changes to <br />exclude construction contractors and landscaping companies from the requirement to <br />report based on input from the City Council on 1st reading. This program tracks what <br />trash, recycling, and compost is leaving Louisville. <br />Director Kowar stated a concern came up that it was not clear in the ordinance how the <br />City handles those buildings not serviced by the City's trash program. <br />City Attomey Kelly stated the City cannot compel industrial or commercial <br />establishments, or multi -family residents to use City trash service. In addition, the <br />Louisville Municipal Code further exempts HOAs. She suggested the second recital be <br />amended to make this clear <br />
