City Council Finance Committee <br />Meeting Minutes <br />11/19/18 <br />Page 2 of 7 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />DISCUSSION ON CREDIT CARD CONVENIENCE FEES FOR GOLF COURSE <br />Interim Director of Parks and Recreation Tracy Winfree asked the Finance <br />Committee about the possibility of passing on credit card convenience fees to Golf <br />Course users. Director Winfree stated that presently, the City pays these fees. <br />Chairperson Maloney asked what percentage of purchases at the Golf Course are <br />made by credit card. Director Winfree stated there is a high percentage of credit <br />card usage resulting in approximately $32K of fees expense to the Golf Course <br />annually. Finance Committee Member Lipton asked about the rate of the credit <br />card percentage fees. Accounting Manager Golden stated that the fees range from <br />3.5% to 6% depending on the brand of card, and the rewards program of the <br />individual card types. <br />Chairperson Maloney stated that the credit card expense should be recovered in <br />the Golf Course charges and fees, not by passing on the direct expense. City <br />Manager Balser stated that this issue needs to be addressed for all City services, <br />and built into the various fee structures. <br />City Manager Balser and Director Winfree stated they would review the fee <br />calculations for the Golf Course. <br />The reports and corresponding narrative can be located in the packet of the <br />November 19, 2018 Finance Committee Meeting. <br />RENEWAL & REPLACEMENT PLANS — RECREATION CENTER & GOLF <br />COURSE <br />Director Watson presented to the Finance Committee the 25-Year Building and <br />Equipment Renewal and Replacement Projections for the Golf Course and the <br />Recreation & Senior Center. <br />Committee Members reviewed the data and discussed the next steps for fine- <br />tuning the data. Finance Committee Chairperson Maloney stated that he would <br />like future discussions regarding the structure of the model, and also whether the <br />Golf Course should be an Enterprise Fund. <br />Finance Director Watson agreed and suggested a deeper review of the Golf <br />Course expenses over the winter, to include actual to budget data, and continued <br />discussion on cost recovery. <br />3 <br />
