Also, to encourage the establishment to clean up the bar environment as much <br />as possible, asr it may become a problem. The Authority did not want to scare them away from <br />calling the police. Jeff.ers wanted added that the Authority looks favorably upon establishments <br />that initiate calls to the police to correct problems in the bar. <br /> <br />Any comments should be given to Morris, Ross and Salas by the end of the week or by the next <br />meeting. SESSION <br /> <br />DISCUSSION/DIRECTION - POLICY, PROCEDURES FOR LIQUOR <br />VIOLATIONS AND TRAINING OF LICENSE HOLDERS <br /> <br />Sales to Minors <br />Chief Bruce Goodman presented to the Authority concerns brought to his attention by Mayor <br />Davidson, regarding purchasing and possession of alcohol by juveniles in Louisville. The Mayor <br />had received what he believes to be very valid information that there are a number of retail liquor <br />stores that are selling openly minors. Chief Goodman explained that the Police Department had <br />contacted by mail all license holders and met with all the managers of retail liquor stores, the city <br />held training classes with the state liquor enforcement. Goodman stated that several of the stores <br />have been good about calling the police department regarding anything regarding minors. The <br />Chief stated that the Police Department is not getting consistent information that Louisville is a <br />"wide open town." <br /> <br />Morris will draft a letter to all license holders regarding the concern over underage drinking in <br />Louisville and that with the new theatres they need to become more aware. This letter will be <br />sent under the signature of the Authority and the Police Department. <br /> <br />Chief Goodman explained what the City was not seeing is minors from outside of Louisville, if <br />this was a "wide open town" we would expect to see Lafayette, Broomfield, Boulder and kids <br />from all other communities buying in Louisville. That is not what is being seen. It is very subtle if <br />it is happening and mav be limited to a couple of establishments that are selling to local kids. <br />Chief does not want to do stings. His personal philosophy is that a sting is a good enforcement <br />tool when it is used appropriately. Chief does not believe in using stings to set up establishments. <br />Chief explained that if you send in enough underage people that look old enough, sooner or later <br />you will stumble into a violations and which is exactly what has happened in some of the other <br /> <br /> <br />
