City Council <br />Meeting Minutes <br />February 5, 2019 <br />Page 3 of 21 <br />Mayor Muckle read the proclamation and thanked Commissioner Domenico for her <br />service to Boulder County and Louisville Domenico thanked everyone for the honor and <br />recognition <br />LIFE IN LOUISVILLE PHOTOGRAPHY CONTEST AWARDS <br />Katie Zoss, Cultural Arts & Special Events Coordinator, stated 38 Front Range residents <br />submitted photographs depicting "Life in Louisville" for the 11th annual photography <br />contest. These photos chronicle events and daily life in Louisville from January 1 to <br />December 31, 2018 and will be added to the City's archives to serve as a cultural <br />reference for future generations All images are available for public viewing on the City's <br />website. 30 finalist photos were selected and put on display at the Louisville Rec Center <br />from January 25 to February 1, 2019 The public was invited to view the photos and to <br />vote on the People's Choice Award winner Each of the winning photographs document a <br />subject unique to Louisville and represents the history, community, and sense of place <br />that makes Louisville a great place to live. <br />Council presented certificates to the winners of each category <br />DISCUSSION/DIRECTION/ACTION — FINAL MCCASLIN PARCEL 0 DEVELOPMENT <br />STUDY AND RECOMMENDATIONS <br />Director DeJong stated this is a final report from the consultants for the McCaslin <br />Boulevard Parcel 0 The process began in 2018 with the following goals. <br />® Understand the McCaslin area's potential for retail and commercial development <br />and supportive uses that could foster new investment and development, <br />• Review the rules and regulations upon properties in the area that may be limiting <br />its full potential for redevelopment, <br />® Understand and incorporate the property owner's, tenant's, and public's input into <br />development and redevelopment options for the area, <br />o Evaluate various development scenarios, that focus on retail and commercial uses <br />withpossible residential development only as a secondary use, that meet market <br />potential and provide exceptional fiscal benefits for the City by meeting or <br />exceeding past tax revenue performance for the area, and <br />o Provide recommendations for regulatory changes or other actions that could create <br />more certainty for the development community to encourage redevelopment. <br />The McCaslin Area Development Study process and final recommendations should take <br />into account the following principles of importance to the City <br />• Identify emerging markets and retail trends that will result in market supported <br />development scenarios and that ensure the corridor continues to serve as the <br />City's primary retail sales tax base. <br />
