City Council Finance Committee <br />Meeting Minutes <br />01/14/19 <br />Page 2 of 5 <br />Finance Committee Member Lipton approved the November 19, 2018 meeting <br />minutes as presented. <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />APPROVAL OF DESIGNATED PLACES FOR POSTING PUBLIC MEETING <br />NOTICES <br />The Finance Committee Members approved the Designated Places for Posting <br />Public Meeting Notices as presented. <br />OVERTIME BUDGETS, POLICIES, AND PROCEDURES <br />Human Resources Director Kathleen Hix presented a summary of overtime <br />expenses to the Finance Committee. Ms. Hix reviewed some of the contributing <br />staffing and salary factors with the Committee. <br />The chart provided to the Finance Committee illustrated overtime costs from 2008 <br />through present, and the projected costs through 2024. Director Hix stated that <br />overtime expenses significantly increased in 2014-2015 primarily due to staff <br />shortages in the Police Department and subsequent change from 10-hour shifts to <br />12-hour shifts. Ms. Hix stated that these increases continued through 2016-2017 <br />with additional overtime hours for Public Works staff involved with the Wastewater <br />Treatment expansion. <br />Finance Committee Members discussed the wide variety of circumstances that <br />can impact overtime, including, shift changes, staff shortages, hiring delays, CIP <br />and special projects, and overall wage increases. <br />Finance Committee Members agreed that the varying factors provided reasonable <br />explanations for the increase in overtime expenses. Finance Committee Members <br />stated that the City needs to work towards doing a better job in forecasting potential <br />overtime exposure and in analyzing operations with high overtime rates to <br />determine when additional positions are necessary. <br />The reports and corresponding narrative can be located in the packet of the <br />January 14, 2019 Finance Committee Meeting. <br />FINANCIAL POLICIES — INITIAL REVIEW OF PROPOSED AMENDMENTS <br />Director Watson presented drafts of possible amendments to the City's Financial <br />Policies to the Finance Committee.
