SUBJECT: WATER & WASTEWATER TREATMENT PLANT HAIL DAMAGE CONTRACT <br />DATE: MARCH 5, 2019 <br />PAGE2OF3 <br />• Wastewater Lab — Replace cap flashing, roof ventilator, metal roofing, pitch pan, duct <br />work <br />• Wastewater Head works — Replace cap flashing <br />• Wastewater Administration — Replace metal roofing, gutters, cap flashing, rain cap <br />and miscellaneous trim <br />• Wastewater Blower/Secondary — Replace cap flashing, roof ventilator <br />• Wastewater Reuse — Replace metal roofing, skylights, flashing, gutter, cap flashing, <br />roof ventilator, miscellaneous trim <br />• Wastewater Dewatering — Replace metal roofing, roof ventilator, ran cap, <br />miscellaneous trim <br />• Wastewater Maintenance — Replace cap flashing, roof ventilator <br />Ultimately two (2) contractors submitted proposals, both of which were rejected due to <br />the following deficiencies: <br />• Expert Exteriors - RFP submitted with no required bid forms and pricing sheets <br />form with estimating program had multiple errors. Total price: could not be <br />accurately determined <br />• Top That Roofing — RFP was submitted after the RFP due deadline, but <br />otherwise was compliant. Total amount: $148,350 <br />After the rejection of all proposals the City was informed about the National Collective <br />Purchasing Alliance (NCPA) which had been used successfully at Denver Public <br />Schools to repair their hail damage from 2017. Finance reviewed and accepted this <br />NCPA agreement with Tecta America as equivalent to a Colorado State Bid. <br />Over the course of two months Travelers Insurance and Tecta America worked together <br />to negotiate a price for the treatment plant hail damage repairs. At the end of two <br />months they were $28,530 apart in pricing, with Tecta America's price at $209,091. At <br />this point Travelers felt they were at an impasse and requested another bid from the <br />City. <br />Rather than start the bid process over again, staff went back to Top That Roofing, the <br />late but responsive bidder. Top That Roofing agreed to honor the originally proposed <br />pricing amount of $148,350. This proposal was then sent to Travelers insurance and <br />approved by the Lead Adjuster. <br />CITY COUNCIL COMMUNICATION <br />
