Revitalization Commission <br />Minutes <br />February 11, 2019 <br />Page 5 of 6 <br />Commissioner Dalton said if Council wants to move on parking issue which they <br />now believe is not an issue, they need to decide how to move. Council needs to <br />rely on staff and themselves to decide what they want to do about parking, if <br />anything. He does not see any consensus from Council on any one or two <br />things related to parking. <br />Commissioner Fisher asked if we have a signal at Short St will that relieve <br />parking? DeJong does not think so. City Manager Balser said the signal is a <br />partnership with CDOT, Boulder County, City. And part of a much larger project. <br />Mayor Pro Tem Lipton said the LRC did exactly what Council asked you to do. <br />Council needed to know that for future planning. The intent was never to <br />approve a structure; the LRC provided the information Council asked for. He <br />said there is less urgency and parking is less perceived as an issue. It is not <br />perfect but not the urgency we had 5 years ago. He said the status quo won't <br />remain status quo if we build out downtown to its potential and that the <br />renderings energized emotions. <br />• Future discussion meetings with City Council <br />No more parking discussions — how might we allocate funds? <br />Mayor Pro Tem Lipton said there has been little collaboration between LRC and <br />Council. His goal is to enhance collaboration so the LRC is not running into <br />brick wall. He would like to develop common vision; do foundation work to <br />make conversations productive and do a better job that Council has <br />understanding of urban renewal. <br />Chair Fisher said City Attorney Kelly will give the LRC an Urban Renewal <br />refresher in April. <br />There are 8 or 10 applicants for LRC — maybe move refresher to April? There <br />was discussion about inviting all of City Council to the meeting where Ms. Kelly <br />gives the Urban Renewal refresher to the LRC. <br />March meeting Staff will provide an outline for the refresher. <br />Mayor Pro Tem Lipton plans to attend LRC and provide regular reports to <br />Council. <br />Commissioner Dalton said there are a lot of process items over the next few <br />months unless we generate discussion about what projects/infrastructure issues <br />LRC attention and money, we ought to begin looking at them. City Manager <br />Balser said there are old lists of infrastructure and staff and the LRC can also <br />look at how other municipalities are using their TIF. <br />
