City Council <br />Meeting Minutes <br />March 5, 2019 <br />Page 7 of 13 <br />Councilmember Stolzmann made an intervening motion that Council choose the site at <br />Miners Field and allow a volunteer effort to complete phase three Councilmember <br />Maloney seconded <br />Councilmember Stolzmann stated we may be over complicating things This is an <br />opportunity for a good project and we should take a chance as a volunteer activity <br />Vote on intervening motion Motion failed 3-4 <br />Yes Council Member Stolzmann, Council Member Leh, Council Member Keany <br />No Council Member Loo, Mayor Pro Tem Lipton, Council Member Maloney, Mayor <br />Muckle. <br />Mayor Pro Tem Lipton restated his earlier motion by moving to accept staff's <br />recommended location for the site at Miners Field and ask staff to re -scope phase 3 in a <br />way to protect the City's interest and also try to maximize the prudent use of volunteers. <br />Mayor Muckle agreed as seconder <br />Voice vote all in favor <br />DISCUSSION/DIRECTION/ACTION — AWARD OF FIVE-YEAR TRASH, RECYCLING, <br />AND COMPOST HAULER CONTRACT <br />Mayor Muckle noted staff has been working on this for a year now to achieve the directed <br />goal to allow people to conveniently dispose of waste in an environmentally friendly <br />manner that is cost effective The Sustainability Plan speaks to the diversion of solid <br />waste and the availability of composting Ten years ago the City completed a first`five- <br />year contract; five years ago we selected the same contractor in part because we did not <br />carefully write the RFP to be sure we were looking at matching bid answers. This time the <br />RFP was carefully crafted to include pay -as -you -throw, have composting embedded in <br />the trash rate, and set up a scoring system In the end, Republic responded more clearly <br />and directly and provided the embedded service at significantly less money Council <br />directed to bring back a contract with Republic. <br />Director Kowar stated staff took the direction from the February 12th meeting to negotiate <br />a contract with Republic for a five-year term and has brought back a final contract for <br />Council consideration The contract includes various services required in the RFP such as <br />curbside spring and fall tree branch pick up as well as an annual large item pick up <br />Director Kowar stated there was an article concerning Republic having an issue in <br />Nederland This related to one commercial customer Staff is still comfortable using <br />Republic and does not feel that issue is relevant to the contract being presented <br />Staff recommends approval of the contract in its current form <br />Public Comments <br />
