ILa Cityof <br />Louisville <br />COLORADO • SINCE 1878 <br />SUBJECT: <br />DATE: <br />Historic Preservation Commission <br />Staff Report <br />March 18, 2019 <br />DISCUSSION/DIRECTION — HISTORIC PRESERVATION FUND <br />REAUTHORIZATION <br />MARCH 18, 2019 <br />PRESENTED BY: FELICITY SELVOSKI, PLANNER / HISTORIC PRESERVATION <br />PLANNING AND BUILDING SAFETY DEPT <br />SUMMARY: <br />At the February 18, 2018 Historic Preservation Commission (HPC) meeting, commissioners <br />gave staff feedback and direction regarding revisions to the preservation program. The <br />following report outlines and summarizes revisions to the Historic Preservation Fund as part <br />of the reauthorization process. The steps necessary to complete this evaluation and <br />produce a new resolution are described below. We are currently on stop four, the final step <br />in the process. <br />1. Staff provides more information to the Commission based on June 2018 meeting <br />requests. <br />2. HPC makes recommendations based on additional information. <br />3. Staff and subcommittee draft a resolution. <br />4. Staff brings final resolution back to HPC for approval, followed by City Council <br />approval. <br />Staff requests that the HPC respond to the resolution revisions described below. <br />BACKGROUND: <br />At the February 2018 HPC meeting, staff presented a list of issues for the Commission to <br />consider that included: <br />1. What timeframe should be applied to the new grant process? <br />2. Will there be residential new construction grants to encourage homeowners to <br />landmark their properties? If so, what grant amount would be reasonable? <br />3. Will the revolving loan interest rate be changed to 1 % below the Wall Street Journal <br />Prime Rate? <br />4. Are there additional changes or adjustments that need to be made? <br />The Commission discussed the above issues and provided feedback on each, resulting in <br />the draft resolution wording included with this report. Program changes based on <br />Commission feedback are summarized below. <br />
