Modification of Premises — Perros Blancos LLC d/b/a Pica's Mexican <br />Taqueria Louisville — 901 Front Street Suite 120 <br />The applicant applied for a modification of premises to expand their alcohol <br />service area during an event they are holding next to their business to include a <br />portion of the street. <br />Lipton moved to approve the modification of premises for Pica's for a one day <br />event. Kaufman seconded. All in favor. <br />F. Approval of Resolution No.1, Series 2019 of the Louisville Local <br />Licensing Authority — A Resolution Adopting a Lottery Procedure for <br />Retail Marijuana Store and Medical Marijuana Center License <br />Authority Attorney Culley noted City Council had approved an ordinance <br />making some changes to the number of retail marijuana stores and medical <br />marijuana centers allowed in the City. The cap will now be six, with three <br />stores already in operation or approved. There were other changes made to <br />the distances from schools to 1,000 feet and between stores to 1,500 feet. <br />The Authority has already adopted rules of procedure for reviewing and <br />issuing licenses and this proposed resolution would add a new section to <br />include a lottery for the three additional licenses. This would give applicants <br />an equitable right. <br />Authority Attorney Culley noted the lottery would allow entries from March 1 <br />to March 19 with the applicants showing they are within the right zoning and <br />location and have or will have possession of the premises. Then there would <br />be a drawing of up to ten with the first three being able to apply first. If <br />someone withdraws, the next person could apply. <br />Machado talked about the value of these licenses in contrast with a liquor <br />license. Retail marijuana licenses have much higher value due to the cap on <br />licenses. Authority Attorney Culley noted the reasonable requirements of the <br />neighborhood and desires of the adult inhabitants of the neighborhood noted <br />in liquor law have no equivalent criteria in marijuana law. That leaves less <br />discretion for approving or denying a license and perhaps part of reason <br />Council chose to cap the number of stores. <br />Machado asked if there were a reason to make the registration for the lottery <br />a longer period. Members discussed whether this was necessary. <br />
