Business Retention and Development Committee <br />Meeting Minutes <br />March 4, 2019 <br />Page 3 of 4 <br />Commission asked staff to determine the interest, availability and cost to have a <br />business economist (e.g., Richard Wobbekind) or economic development advocate <br />as Keynote Speaker. Staff indicated that the City has funds available to apply <br />toward a speaker honorarium / fee. Staff also would look at possible venues in <br />addition to the Ascent Church / former Sam's Club venue. <br />3. McCaslin Development Study: Mr. DeJong reviewed with the Commission the <br />McCaslin Parcel 0 Development Study and Recommendations. Mr. DeJong noted <br />that the study identified three (3) alternatives for Parcel 0: (i) continued zoning / <br />use as exclusively retail; (ii) modified zoning / redevelopment as mixed use <br />including residential; and (iii) large scale redevelopment including assemblage of <br />adjacent parcels. Mr. DeJong noted that City Council has directed staff to prepare <br />a GDP amendment for review / consideration by the Parcel 0 land owners giving <br />effect to alternative (ii) mixed use redevelopment. Any change to the existing <br />Parcel 0 retail use and associated restrictions would require the unanimous <br />approval of the Parcel 0 landowners. <br />Commission discussion concerned need for the McCaslin / Parcel 0 area to <br />accommodate mixed use including appropriate, transportation oriented residential <br />development having more dense, urban characteristics. <br />VII. COUNCIL LIAISON UPDATE. Councilperson Chris Leh encouraged the <br />Commission, when setting its priorities and initiatives, to think / plan both short <br />term and long term. For example: Long Term — think / assess regional issues as <br />they may impact Louisville business and financial resources. Also, be aware and <br />provide input into the next revision / update to the Louisville Comprehensive Plan. <br />Council Person Susan Loo advised the Commission that it was important that <br />Council hear input from the Louisville business community and BRaD regarding <br />the McCaslin Study and the resulting evolution of the new GDP amendment. She <br />encouraged Commission members to carefully read the McCaslin Study. <br />VIII. RETENTION VISITS. Mr. DeJong provided a brief review of recent business <br />retention visits to EPAC (a flexible packaging manufacturer) and the Safeway store <br />on Cherry and McCaslin. <br />IX. ED REPORT. Mr. DeJong referred Commission members to his Economic <br />Development Update in the Commission packet. <br />X. REPORTS FROM COMMITTEE MEMBERS. None. <br />XI. POTENTIAL DISCUSSION ITEMS FOR NEXT MEETING. The Committee <br />identified the following topics for potential discussion at the next meeting to be held <br />on April 1, 2019: <br />
