City Council Finance Committee <br />Meeting Minutes <br />02/18/19 <br />Page 3 of 9 <br />Council. Mr. Cotton -Baez stated that he would try to have drafts prepared for the <br />March or April Finance Committee meeting. <br />The reports and corresponding narrative can be located in the packet of the <br />February 18, 2019 Finance Committee Meeting. <br />ENTERPRISE DASHBOARDS FOR THE QUARTER AND YEAR ENDED <br />DECEMBER 31, 2018 <br />The Finance Committee reviewed the Utility, Golf Course and Recreation Center <br />Dashboards. <br />Utility Dashboard <br />Committee Chairperson Maloney requested Public Works Director Kowar attend <br />the March 2019 Finance Committee Meeting to explain the (35) reports contained <br />on the link provided to the Committee. Chairperson Maloney stated we would like <br />the most meaningful reports combined into a snapshot view of relevant <br />information. <br />Deputy City Manager Megan Davis stated that creating such a dashboard, <br />including benchmarks or performance indicators, could be added to the work plan <br />of the new Data Analyst position. The Finance Committee Members and staff <br />discussed that there is still a need to tie data to meaningful performance indicators. <br />Golf Course Dashboard <br />Parks, Recreation, & Open Space Director Mosley discussed the downward trend <br />of playable days at the Golf Course as the primary contributor for revenue ending <br />the year below budget. Director Mosely stated that weather and course damage <br />were issues. <br />Chairperson Maloney also pointed out the expenditures for water and asked about <br />the reuse water rate review. City Manager Balser stated that the review would be <br />in March and that she would be given direction on a formula for the Golf Course. <br />Recreation & Senior Center Dashboard <br />Board Member Van Pelt stated that she was working with Superintendent Kathy <br />Martin to update the Recreation Center Dashboard. Ms. Van Pelt stated that the <br />revenue and expenditure categories were being reviewed and that sales tax <br />revenue and performance indicators needed to be added. Ms. Van Pelt has also <br />recommended that the comparisons be made using budget numbers and not to <br />2017 revenue and expenses, noting this comparison was not meaningful. <br />Finance Committee Member Lipton stated that information is needed now on <br />membership, programs and participation. Member Lipton stated that one report <br />could provide Finance Committee and Council with the needed information to <br />4 <br />
