L <br />Cityo- <br />Louisrvill< <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 8B <br />SUBJECT: <br />DISCUSSION/DIRECTION/ACTION <br />HOUSING ISSUES <br />DATE: SEPTEMBER 19, 2017 <br />— REGIONAL AFFORDABLE <br />PRESENTED BY: HEATHER BALSER, INTERIM CITY MANAGER <br />MEGAN DAVIS, INTERGOVERNMENTAL AFFAIRS DIRECTOR <br />ROB ZUCCARO, PLANNING & BUILDING SAFETY DIRECTOR <br />SUMMARY: <br />On September 29th, 2017 The Boulder County Regional Housing Partnership <br />(Partnership) will host a regional Affordable Housing Summit for community leaders and <br />elected officials to discuss affordable housing issues in our communities (a draft agenda <br />is attached). In advance of the Summit, the Partnership released the draft report <br />"Priorities and Strategies for Ensuring a Diverse Housing Inventory (Boulder County <br />Regional Housing Partnership: Priorities and Strategies for Ensuring a Diverse Housing <br />Inventory.) This memo includes background on the affordable housing issues in Boulder <br />County and a summary of the report, as well as a draft affordable housing statement <br />that Council may consider adopting. In addition, the memo provides information <br />regarding potential strategies that the City may pursue to advance affordable housing <br />efforts, including an update on the mobile home park in Louisville and possible policy <br />considerations. <br />BACKGROUND: <br />Over the past several years, the City of Louisville has played a key role in supporting <br />the growth of affordable housing in our region. Most recently, the City supported and <br />contributed to the Kestrel Project, which will provide 200 units of affordable housing in <br />the heart of Louisville. Although the project is not fully completed, it received a 2017 <br />DRCOG Metro Vision award for its forward -looking approach to incorporating safe, <br />affordable, and beautiful homes with free transportation, environmental sustainability, <br />active lifestyle opportunities, and other on -site services. The City has continued to play <br />a role in the development of the project by seeking opportunities to enhance the <br />connectivity of trails, transportation and transit connections at the development. In <br />addition, a recent inventory of affordable housing in east Boulder County demonstrates <br />that Louisville has the highest number of affordable housing units as comparted to its <br />neighbors. (Attachment A) <br />While these efforts represent a significant contribution toward regional and local <br />affordable housing demand, additional housing needs remain. In 2016 a cross - <br />jurisdictional group, the Boulder County Regional Housing Partnership (Partnership), <br />came together to examine current and future affordable housing needs and strategies to <br />address such needs. Among the core principles of the Partnership is that affordable <br />housing is a regional issue, which demands cross -jurisdictional, comprehensive <br />solutions.
