SUBJECT: REGIONAL AFFORDABLE HOUSING <br />DATE: SEPTEMBER 19, 2017 <br />PAGE 4 OF 7 <br />residents of varying income levels within our community. We are committed to <br />identifying actions within the City of Louisville that will build upon current efforts to <br />advance these affordable housing policies. <br />In addition, we recognize that a lack of affordable housing is a regional issue, and will <br />continue to work in collaboration with the Boulder County Regional Housing Partnership <br />and our neighboring communities toward achieving countywide housing goals. <br />Council may also consider identifying some steps that could be taken in Louisville to <br />address local housing needs and that may contribute to the countywide affordable <br />housing goals. While the Regional Affordable Housing Plan identified several <br />opportunities, the City may wish to also explore opportunities that address our specific <br />housing needs. Following are some examples of strategies that could be considered; <br />staff can provide further analysis on any of these options if desired. <br />General <br />Formal adoption or endorsement of the Regional Housing Partnership Plan. <br />Gather local data and resources to inform potential policies around housing, such <br />as local AMI and employment data, which could identify the specific housing <br />needs in Louisville. <br />Identify concrete goals for permanently affordable housing within the City of <br />Louisville, which may include a percentage of affordable housing or other <br />measureable goals. <br />Ensure staff has the capacity to engage in affordable housing discussions, <br />review and develop internal policies and requirements, and strengthen <br />partnerships around affordable housing. <br />Seek to preserve the affordability of existing homes. <br />Establish affordable housing as a legislative priority and work with partners to <br />advance policies and funding that support the housing needs of communities <br />statewide. <br />Financial <br />Establish and promote financial assistance opportunities that incentivize <br />affordable housing. <br />Regulatory Alignment <br />Discuss land use policies that could better support and incentivize affordable <br />housing. Ensure land use regulations promote a mixture of housing types, and <br />retention of affordable housing.
