Planning Commission <br />Meeting Minutes <br />March 14, 2019 <br />Page 2 of 7 <br />Ritchie presented the request to rezone the currently vacant lot, which the owner <br />intends to develop. The end result of the change would be to rezone to PCZD-I. The <br />results of staff analysis show that when the GDP was initially approved in 1998, there <br />were multiple properties at the corner of SH42 and 1 04th Street that were zoned to allow <br />commercial uses. Over time these were rezoned to allow for industrial uses and <br />buildings and previous applicants have demonstrated the limited commercial viability of <br />this area of the CTC. Now, Lot 19 is out of character with the surrounding area. <br />Additionally, the intersection at CTC Boulevard and SH 42 is not full movement, which <br />reinforces the limited commercial appeal of the lot among other limitations. Staff feels <br />that the area has changed and industrial uses are suitable and appropriate for this <br />development. <br />Brauneis asked for questions of staff. <br />Williams asked for the definitions of I, PI, PCZD-I, PC, and CB. <br />Ritchie responded that PI and PCZD-I were the abbreviations for the same zone. The "I" <br />was a straight zoning that defaulted to the code, whereas PI and PCZD-I were not <br />straight zones. PC stood for Planned Commercial and CB stood for Commercial <br />Business. <br />Moline asked for the difference between the commercial and industrial design <br />guidelines. <br />Ritchie replied that the commercial design guidelines required greater detailing and an <br />elevated site design standard, but would still allow a larger building. <br />Brauneis asked for additional questions for staff and the applicant. Seeing none, he <br />asked for public comment. Seeing none, he closed the public hearing and opened <br />commissioner discussion. <br />Moline supported the proposal and thought it was a nice way to transition the property in <br />the west and the property of the east and allowing a broader use while retaining those <br />higher commercial standards. The area had really changed and there has not been <br />much commercial use in the area. <br />Hsu supported the proposal and thought it did not make sense to have commercial <br />development in the area based on the surrounding development. <br />Williams concurred. <br />Rice stated that the request was consistent with the other projects in the area. <br />Hoefner, Howe, and Brauneis agreed. <br />Rice moved to approve Resolution 5, Series 2019. Moline seconded. Roll call vote. All <br />in favor. <br />
