City Council Finance Committee <br />Meeting Minutes <br />04/22/19 <br />Page 5 of 8 <br />Director Mosley presented the Recreation/Senior Center dashboard to the Finance <br />Committee. Director Mosley stated that Q1 2019 is being compared to Q1 2017 <br />to avoid the impact of construction work in 2018. Director Mosely requested the <br />Finance Committee's consensus on the dashboard format. <br />Chairperson Maloney requested: <br />Silver Sneakers admissions be represented as a separate line item <br />Member Lipton requested: <br />Senior Center admissions data be separately stated as well as Senior <br />usage for programs and meals <br />Director Mosely asked the Committee if a quarterly allocation of the General Fund <br />transfers should be included in the dashboard. Committee Members and staff <br />discussed this issue. Mayor Muckle stated that he was happy with the dashboard <br />provided and that he did not want the General Fund transfer included. <br />Finance Committee Member Lipton stated that the dashboard should include total <br />expenses, sales tax revenue, General Fund transfers, and contributions to building <br />and equipment renewal and replacement. Member Lipton stated that the <br />Recreation Advisory Board needs to be advised of funding that is not included, <br />such as sales tax and General Fund revenue. <br />Finance Director Watson stated that the Finance Committee has previously stated <br />that the goal is for no General Fund transfers to the Recreation/Senior Center. <br />Member Lipton stated that they would review the dashboard again and determine <br />in the Fall any future fund transfers. <br />The reports and corresponding narrative can be located in the packet of the April <br />22, 2019 Finance Committee Meeting. <br />FINANCIAL STATEMENTS FOR THE QUARTER ENDED MARCH 31, 2019 <br />Finance Director Kevin Watson presented the Q1 Financial Statement to the <br />Finance Committee. Director Watson stated that not all of the carry -forwards are <br />included in the current 2019 estimates, and not to place a lot of emphasis these <br />amounts, noting that Q2 will reflect big updates. <br />Chairperson Maloney stated that he likes the format of the reporting but always <br />wants anomalies pointed out. Member Maloney stated these reports need to be <br />easily understood. <br />Member Lipton stated that he does not like the bar charts, that they are not helpful, <br />and that they do not provide benchmarks.
