Staff believes the proposed changes and additions would maintain and enhance the <br />historic character of the retained portion of the historic building because it is setback to <br />rear of the lot and has a minimal visual impact from Main Street (see Criterion C8b <br />above). The two story addition creates a break between the two portions of the <br />structure, enhancing the character of the historic portion of the structure. Staff believes <br />that the proposed architectural features of the new addition differentiate it from the <br />historic structure (see Criterion C8i above). The height, roof pitch, and window <br />proportions are all similar to the existing building and, per the architect, "higher rear <br />[addition] will not be seen from the street." <br />GRANT REQUEST: <br />The applicants, Paul and Erica Bieringer, are requesting approval of a Preservation and <br />Restoration Grant for rehabilitation work on the structure at 1021 Main Street. The total <br />grant request is $57,515. <br />The requested rehabilitation work includes altering the site drainage, foundation repairs, <br />floor reinforcement, porch repair and replacement, replacing the roof and gutters, <br />adding insulation, and door and window repair and replacement. The grant request is <br />only for the work on the historic structure, not on the proposed new addition. <br />This grant would be in addition to the $1,000 unrestricted signing bonus for landmarking <br />the structure and $900 grant for a historic structure assessment previously done for the <br />property. <br />A historic structure assessment was previously done for the property, completed by <br />Stewart Architecture & Planning paid for by the Historic Preservation Fund. The <br />assessment (attached) makes several recommendations including: altering the site <br />drainage, repairing the siding, repairing original windows, foundation repairs, roof and <br />gutter repair and replacement, and porch repairs. The applicants received a cost <br />estimate from Stewart Architecture. The proposed total cost for all of the work on the <br />historic structure plus contingency funds is $125,030. <br />Work proposed with total cost: <br />• Site: $5,900 <br />o Site Grading <br />o Remove Tree <br />o Fencing (repair and replace missing section) <br />• Foundation: $5,900 <br />o Foundations to support main floor <br />o Repair/sealant at existing perimeter <br />o Excavation <br />• Structural Systems: $5,444 <br />o Reinforce main floor framing <br />o Porch floor framing <br />• Exterior Siding: $9,600 <br />o Repair, prep, paint historic siding and trim <br />
