recommends that the grant be limited to $20,000, the grant maximum. The <br />remaining portions of the project may be eligible for loan funding and staff would <br />encourage the applicant to explore that option in lieu of the full grant request if <br />additional funds are needed to complete the project. <br />FISCAL IMPACT: <br />The applicant's request would have an expenditure of up to $57,515 from the Historic <br />Preservation Fund. Staff's recommendation would be a $20,000 expenditure, or <br />$37,515 less than the applicant's proposal. <br />The balance of the Historic Preservation Fund, as of September 30, 2018, was <br />$2,065,345.59. <br />RECOMMENDATION: <br />Landmarking <br />The 2000 historic survey found the property locally significant as follows: <br />This house is historically significant, relative to National Register Criterion A, for <br />its associations with the DiSalvo family, and with residential development in <br />Louisville during the first half of the twentieth century. The property is also <br />historically significant for its representation of this Louisville neighborhood's <br />ethnic Italian heritage. The building is architecturally significant because it is one <br />of the community's best examples of a wood frame side gabled dwelling, dating <br />from the early 1900s. For these reasons, this property is eligible for individual <br />listing in the National Register of Historic Places under Criteria A and C. <br />The structure at 1021 Main has maintained its exceptional form since at least 1948, <br />giving it architectural significance. It is also has social significance because it was <br />associated with coal mining and Italian immigrants. Staff finds that the property is <br />eligible to be landmarked. Staff recommends that the house be named for the DiSalvo <br />Family who were longtime owners of the property. Therefore, the staff recommends that <br />the structure be landmarked by approving Resolution No. 06, Series 2018. <br />Alteration Certificate <br />The proposed changes to the existing structure, and the proposed new construction, are <br />both compatible with the historic character of the property and comply with the <br />requirements of the LMC. Staff recommends approval of the alteration certificate <br />request by approving Resolution No. 07, Series 2018. <br />Grant <br />The grant request includes rehabilitating the existing structure. The proposed changes <br />will facilitate the continued preservation of the structure, and are historically compatible. <br />Staff finds the scope of work does not meet the criteria of being an "extraordinary <br />circumstance" in Resolution No. 2, Series 2012 to exceed the maximum grant amounts. <br />
