L <br />Cityo, <br />Louisville <br />COLORADO • SINCE 1878 <br />Memo <br />DATE: June 14, 2019 <br />TO: City Council <br />Office of the City Manager <br />FROM: Megan Davis, Deputy City Manager <br />Nathan Mosely, Parks, Recreation and Open Space Director <br />RE: Louisville/Lafayette Sports Complex Update <br />In May 2018 the City was approached by a representative from the Rough Riders Sports Club <br />(The Club), an affiliate of the Sports Stable in Superior, regarding the potential development <br />of the City of Lafayette's ball field site located at the Harney-Lastoka property in Louisville. <br />The Club expressed interest in working with Lafayette to develop their 24 acre portion of the <br />property dedicated to ball fields, and collaborating with Louisville to manage both portions of <br />the ball fields on the site. Since that time, the City of Louisville has met numerous times with <br />the City of Lafayette and the Club to discuss the possibility of a public -private partnership for <br />the existing and new ball fields. <br />City Council discussed the idea of a public -private partnership between the three entities, or <br />between the Club and the City of Lafayette, at its February 12, 2019 Council meeting. <br />Documents from this meeting are attached. At that time, Council provided input on several <br />considerations related to the proposal. Some of the potential concerns identified for further <br />vetting included utilization and capacity, management and maintenance, programming <br />options, scheduling, public benefit, field and program marketing and branding, legal <br />structure, and financial investments. Council directed staff to continue the conversation if <br />the City of Lafayette was still interested, but to bring forward these issues and determine <br />if/how they could be addressed. <br />Following the meeting, staff from both cities determined there was still a desire to explore <br />the possibility of a partnership, if the issues raised by all parties could be addressed. In May <br />the cities and the Club met again to determine if there was a path forward. Based on that <br />conversation, the cities both agreed that there were two insurmountable, fundamental issues <br />that would prevent the public -private partnership from moving forward: 1) the proposed <br />merging of the public/private programs and identities, and 2) the desired level of <br />programming and utilization on the part of the Club. <br />749 Main Street I Louisville CO 80027 <br />303.335.4533 (phone) ,303,335.4550 (fax) I www.LouisvilleCO.gov <br />
