11: City,/ <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5D <br />SUBJECT: <br />DATE: <br />PRESENTED BY: <br />APPROVAL OF RESOLUTION NO. 24, SERIES 2097 — A <br />RESOLUTION APPROVING AN INTERGOVERNMENTAL <br />AGREEMENT BY AND BETWEEN THE CITY OF LOUISVILLE <br />AND THE BOULDER COUNTY CLERK AND RECORDER FOR <br />THE CONDUCT AND ADMINISTRATION OF THE 2019 <br />COORDINATED ELECTION TO BE HELD NOVEMBER 5, 2019 <br />AUGUST 6, 2019 <br />MEREDYTH MUTH, CITY CLERK <br />SUMMARY: <br />The City will hold a regular election on November 5, 2019 for the election of three City <br />Council members, the Mayor, the consideration of changes to the Recreation Sales <br />Tax, consideration of a marijuana cultivation excise tax, and consideration of allowing <br />marijuana cultivation with said tax. The election is part of a coordinated election <br />pursuant to the Uniform Election Code of 1992 (the "Code") and the Rules and <br />Regulations of the Colorado Secretary of State (the "Rules"). The election held on <br />November 5, 2019 will be conducted as a coordinated mail ballot election. <br />Attached is an intergovernmental agreement (IGA) with Boulder County for the conduct <br />and administration of the coordinated election and provides for the City's contribution to <br />the costs of County coordination of such election. The attached resolution authorizes <br />the City Manager and City Clerk to negotiate and approve final, non -substantive <br />revisions to the IGA prior to signing. <br />FISCAL IMPACT: <br />The City budgeted $25,000 for the 2019 election. The Boulder County Election Division <br />has not yet provided a preliminary estimate for Louisville's portion of the election. <br />Should the cost of the election be more than what is budgeted, staff will bring a budget <br />amendment at the end of the year. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The goals of the City Clerk subprogram are to ensure inclusive, responsive, transparent, <br />friendly, fiscally responsible, effective, and efficient governance, administration, and <br />support. This IGA allows the City to provide a transparent and efficient election that is <br />also fiscally responsible for the City. <br />RECOMMENDATION: <br />Approve Resolution No. 24, Series 2019. <br />CITY COUNCIL COMMUNICATION <br />33 <br />
