Open Space Advisory Board <br />Minutes <br />July 10, 2019 <br />Page 2 of 3 <br />6. City Council Liaison Update <br />Council will discuss Phillips 66 development options in October. Primary employer would <br />have a facility at the center, with senior housing, shops, and retail. Developer has initial <br />(draft) plans to have portions of public open space on the property, so OSAB review will <br />be needed later in the year. <br />7. Board Updates <br />David noted that the Superior part of the Coal Creek trail opened recently. <br />David noted that the trail proposal we reviewed earlier on the Ascent Church property <br />will need to be revisited as Ascent is not planning to build on the 96th Street property. <br />8. Public Comments on Items Not on the Agenda <br />NA <br />9. Discussion Item: Transportation Master Plan Review with Focus on Trails <br />Connectivity: Presented by Lisa Ritchie, Associate Planner, Planning Dept. <br />See materials provided by Lisa Ritchie on page 14 of the July 2019 OSAB Meeting <br />packet. <br />Lisa noted that OSAB provided initial input in Sept. 2018. Planning has solicited input <br />from citizens through a variety of modes in the past months and has consolidated input <br />into master document with list of all options. Intent is to guide CIP planning for next 10+ <br />years; list is not fully funded at the time. <br />Ember asked for any questions and clarified a few items on the map. Depending on the <br />multi -use path location or upcoming projects different departments may be involved in <br />construction of the multi -use path, the goal is to work together as a City to create a <br />complete system throughout town. For Example, the transportation plan piece (e.g., a <br />road improvement and sidewalk installation would be managed by Public Works). She <br />noted that the main question for OSAB is if anything is missing or if the board doesn't <br />support something currently listed. Bob clarified that OSAB needs to make sure that all <br />trails and connections are "on the map" for review and consideration. <br />Missy asked how does Wayfinding fit in? Lisa said TMP would recommend <br />implementation of Wayfinding as a policy recommendation. Fiona seconded Missy's <br />concern. Peter asked if any group is looking at the entire map, not just their road/parks <br />projects. Lisa said that the Planning staff performs this function (as well as OSAB <br />review). <br />Peter suggested adding trail along the Highline/Goodhue ditches from S Boulder Road <br />area up to Centennial, to join up with ditch trail & North Open Space. Mike suggested <br />better alignment for Hecla Lake to Waneka Lake. and better signage for existing crusher <br />fines trails. Mike suggested considering access through the large un-built-on lot at the <br />west side of the Enclave to Davidson Mesa. <br />Nathan showed some possible north -south trails in the Phillips 66 property, which staff <br />viewed and walked earlier this week. The concept would be to connect Coal Creek trail <br />to the NW Parkway underpass, Stearns Lake, and the planned 104th St trail. <br />3 <br />
